The Regulation of the NSIFT
The Normative legal act, which defines the legal status, structure and procedures of the NSIFT in detail, its Representatives, and also the relationship between NSIFT with other bodies, organizations, institutions and citizens, is the Regulation of the NSIFT No. 67 adopted by the Government of the Republic of Tajikistan as of 27.02.2002.
The Regulation of the NSIFT consists of 9 Chapters and 32 Parts, which detailed describe the aims of education of the NSIFT, activities, rights and responsibilities, guidelines and management of the NSIFT and etc.

NSIFT Guidelines
On the basis of the Agreements on Financial cooperation between the Government of the Federal Republic of Germany and the Government of the Republic of Tajikistan dated December 18, 2013, the National Social Investment Fund of Tajikistan (NSIFT) and the German Development Bank (KFW) signed on June 30, 2014 the Grant Financing Agreement for the Phase III of the Program “Community funds for the promotion of basic education and rehabilitation of community infrastructure”.
According to the Agreement, NSIFT shall prepare and implement the Program in accordance with this Guideline following the financial and technical principles of the German Development Bank (KFW).
The goal of the Program in the Phase III is to improve the conditions of education in primary and secondary schools, cities and districts of Khatlon region through the construction of educational buildings and equipment associated with the use of appropriate quality infrastructure and training of Parents and Teachers Associations within the Project.
This Guideline is developed and adapted to the Phase III of the Program, on the basis of the Guideline to the implementation of the Phase II of the Program “Community funds for the promotion of basic education and rehabilitation of community infrastructure”. The Guideline includes the lessons learned and experience of the NSIFT in the implementation of projects taking into account the specifics of the Program and recommendations of the international consultants group.
Description of the project stages reflects the sequential logical steps performed during the implementation of the Projects, as well as the roles and responsibilities of the parties involved in the Project implementation graphically depicted on the title page of the Guideline.

The rules for participation in the tenders
- to pen a ban account (if necessary);
- CCD should provide a beneficiaries’ share of investment (BSI) either with funds or with building materials, or labor force. The building materials are placed in warehouses; the funds are deposited in the bank accounts; services and work are calculated
- to keep detailed records of the monetary funds disbursed and materials spent;
- to take an active part in the process of your community project implementation (PI);
- to fill in project register regularly;
- to submit report on the progress of the community project implementation to the NSIFT
- to ensure sustainability of the community project after it is completed;
- to be responsible for further functioning of the community project.
