National Social Investment Fund of Tajikistan (NSIFT)
On January 27, 1997 the Order of the Government of the Republic of Tajikistan for No. 55 created the Tajik Social Investment Fund (TSIF) which after completion of implementation of the Pilot project on mitigation of problems of poverty in the Republic of Tajikistan and to start implementation of the Second project on mitigation of problems of poverty in the Republic of Tajikistan according to the Order of the Government of the Republic of Tajikistan of February 28, 2002 for No. 67 was renamed into the National Social Investment Fund of Tajikistan (NSIFT). NSIFT – independent structure which purpose is recovery and development of objects of a social infrastructure, rendering assistance in increase in activity of the population in the solution of a social infrastructure creation of new workplaces, development and implementation of social projects with participation of citizens, and also facilitates coordination of programs within projects which are performed by the local and international nongovernmental organizations. NSIFT conducts the activities according to the current legislation of the Republic of Tajikistan, international legal acts which are acknowledged and approved by the Republic of Tajikistan, instructions of the international financial institutions, donors, the Management of actions and the Charter.
NSIFT performs the activities in all territory of the Republic of Tajikistan through the regional departments NSIFT, taking into account requirements there were representations of NSIFT in Dushanbe (1998-2007), Khujand (1998-2007) and Khorugh (1999-2007). Now representations of NSIFT function in the cities of Qurghonteppa (since 1999 till present), in the city of Kulob (since 1998 till today) and the Rasht district (2002-2007 and till present). In the period of 1997-2002 were realized by NSIFT the Pilot project on decrease in poverty in the Republic of Tajikistan, and in 2002-2006 the Second project on reducing poverty in the Republic of Tajikistan. These projects were realized generally in case of a financial support of the Government of the Republic of Tajikistan and a money of International Development Association of the World Bank, and also for activization and efficiency of the Second Project on reducing level of poverty in the Republic of Tajikistan grant funds of Department of the international development of Great Britain (DFID) were allocated. Within a financial cooperation between the Government of the Republic of Tajikistan and the Government of the Federal Republic of Germany in 2005 the program implementation "Communal funds for assistance to development of basic education and to recovery of municipal infrastructure" was begun, in 2009 the first phase was complete, and from 2009 to 2013 – the second phase came to the end.
The term of implementation of the third phase of this program covers 2014 - 2017. The first and second phases of this program cover 14 regions of the western part of Khatlon Region and 20 regions of east part, the third stage will be realized in 14 zones of Khatlon Region. The "Construction of Schools and the Corresponding Infrastructure in the Rasht Group of Areas" program is implemented on the basis of the Memorandum of understanding between the Ministry of Economic Development and Trade of the Republic of Tajikistan, the National social investment fund of Tajikistan and the German development bank (KfW) of January 16, 2013 and the Special agreement between the Ministry of Economic Development and Trade of the Republic of Tajikistan and the National social investment fund of Tajikistan of February 25, 2013. This program covers the Rasht, Nurobod and Tojikobod districts. On 4th International convention on quality which took place in Geneva in 2003, the International committee of a business initiative awarded National social investment fund of Tajikistan of a gold award of the highest category "Century of quality" for fruitful activities with communities.
